However, both use source format 3.0 (quilt). We have decided in the past against this package due to deficiencies in git-buildpackage for that format. I'd therefore suggest to revert to format 1.0 until we generally agree to upgrade existing packages. Moreover, do you know if libva works with GM945 chipsets? If yes, you have me as co-maintainer. If not, is there perhaps someone else in the team interested in these two packages? Regarding vaapi in general, I've heard that nivdia's vdpau supports hardware deinterlacing.
