These tools are needed to use ATM with Linux. The ATM kernel code is
in the mainstream kernel since early 2.4, so Debian should have the
tools as well.

I'll probably retitle this to ITP as long as nobody steps up and says
"I have the package done for internal use already and will upload to
the archive soon".

If this gets to be my package, it will go to experimental first since
we use only a tiny fraction of ATM's possibilities and don't have the
man power to test it all ;)
