epstool is part of the gsview program (which is not packaged either) The url for GSview is http://www.cs.wisc.edu/~ghost/gsview/index.htm and it is governed by the AFPL http://www.cs.wisc.edu/~ghost/gsview/LICENCE It is also dependent on pstotext which is governed by this license http://www.research.compaq.com/SRC/virtualpaper/licensePSTT.html
The license of pstotext might be a bit problematic (the third party of modified software needs to read and agree to the license is where I stopped reading). pstotext can be dropped from the package and will lead to the loss of only that feature. -- Baruch Even http://baruch.ev-en.org/
