Its latex is based on latex209 and some users who have used TeX from long time ago have many files which can not be processed with the latest ptex-bin (based on LaTeX2e). Furthermore, it is much faster than the latest ptex-bin so some users prefer to use this instead of ptex-bin, especially users on a slow machine.
