Now I feel guilty about not having it already packaged.
I'll make sure I get to it in the next couple days then.
My main problem is that the files I downloaded didn't
appear to have the code to build the dict file from
the source (in XML), and it'll be a somewhat painstaking
task to compose the email in Esperanto to Wolfram Diestel.

why?
IMHO dict database should suggests dictd SERVER, not client, since without
server it is useless, and client needn't be on the same machine.
so make it <shameless plug> Suggests: dictd | serpento
</shameless plug>

If you note, it already depends on having a server. But
since the majority of servers are going to be accessed from
the same machine, I suggested you install a client. It's
only a suggestion.

I will add serpento to the server list, though.
