Well, if the maintainer is inactive, this might be the simple reason. If there has been a license change between 1.35 and 1.39.2, then there might of course be a real reason behind staying with 1.35. Generally, if you are not sure whether your new license meets our requirements, you should ask on debian-legal@lists.debian.org > Does anyone know what happened to the ngrep maintainer?
