Package: wnpp

I would prefer someone else takes over this package, as I don't have enough
time to work on it. Notes on the package (currently):

o upstream maintainer that I can find. It has one bug, which I have a patch for
in the BTS, but the patch probably needs some work before it is applied. Any
even barely-competant X programmer can handle this package easily. Heck, even I
can almost manage it!

apt-zip (#72844) and floatbg (#69636) have been adopted by the
submitters of the respective ITAs against them, so I'm closing them.
