I think they must explicitly depend on the corresponding ttf-arphic-* package. Maybe a tfm-arphic-newsung package can resolve this problem. I heard that Asho Yeh (from moto) is working on it.
And I think "conflict" shouldn't be introduced in the package even when dependency problems are resolved, because there is no real conflict between the firefly newsung and the old arphic font.
