Yes.
I can only assume that the application started off originally as a closed source product,
and then with the change of maintainership, a GPL version was created.
Or perhaps sales to Microsoft users is employed to finance the GPL version distribution.
With Microsofts recent arrogant usurpation of the xml standard accessibility factor,
it has a certain irony factor.
