Those 13 CDs will provide binary packages for the *entire* Debian package set; only a few CDs, at most (and possibly only one), will be needed to do a base install on an individual machine; any other packages you needed could be obtained via network, as usual, with a lot less need for dload time than fetching all 13 CDs. If the packages are going to be roughly sorted through the CDs based on popularity (as the notice suggested), then your chances of needing anything at all off a CD drop as you go back through the CD set, making network install of the remaining packages much more sensible than downloading the CDs they're on.
