It seems to me like there is a problem with the script that's starting apache (the init script). That doesn't mean the the server isn't ok. Try starting apache from the command line (find the apache executable, on my system it's '/usr/sbin/apache'). Launch it from the command line, you will get the output on your terminal. That should give you an idea of the server's status. The error you included is complaining that the command to start apache is broken, but apache may be fine.
