shipped with Woody]

I'm not aware of a way to do this in Mozilla. 

Firebird/Firefox has some good support for opening in new tabs instead
of windows, though I still see an occasional link open in a new window.

Galeon (in Woody) has an option you can enable that will open the link
in a new tab instead of a new window, whenever the code would normally
tell it to use a new window. (Note: If you're using Sarge or Sid, you
may find Galeon sorely lacking... I haven't tried it myself, just heard
lots of complaints.)
