Brian, Thanks for your patience. I did not find info dvips particularly clear, especially since it said basic operation was to print a file. But in any case, I found /etc/texmf/dvips/config.ps, and sure enough, under debian, the o option is commented by default. I un-commented it and the dvips command now prints.
My plain text files print darker than my .ps files, and I did not see anything in info dvips to suggest one could control that, probably because this is an issue for the printer itself.
