This did the trick.  cron is now quietly logging to
/var/log/cron.log.  Thanks.

I think the console logging started some time ago, after hard
drive errors on reboot caused fsck to ask if I wanted to
repair stuff.  I pretty much mindlessly said 'y' to all repair
questions, without paying much attention.  I'm guessing that
/sbin/syslogd was somehow deleted at that time.
