I don't think they realise what they are doing. The emails aren't empty; they contain what looks like an encrypted part that is probably encrypted to the other person they are directly emailing, thus pointless to also Cc to the list since we can't decrypt them. I suspect it's some setting in their webmail that automatically encrypts mail to a contact thjat is known to also use PGP, but then OP is also adding manual Cc: to the list. I agree it's annoying and wish they would stop, I just don't think they understand what is happening.
