In Debian, anything that doesn't conform to the Debian Free Software Guidelines (DFSG) is considered non-free, including some other free software licenses. In this case, GCC (and many other GNU projects) are using the GNU Free Documentation License (GFDL) for their documentations which is not considered DFSG-compatible.
