It is difficult for me as well -- it is written for people who are
deep in that stuff, I think :)

The way I read it (but I hope others chime in, since I barely
know what I'm doing here) is:

- you have a bug, say 12345
- you realize it should be several bugs, therefore you
  "clone" it
- since you don't know (yet) what IDs they will get, you
  use the shorthand of "small negative numbers" (in this
  example -1, -2)
- whithin this command you can use those small negative
  numbers to do things to the newly created bugs (retitle,
  and so on).
