That looks to be the case... I don't have any pre-packaged kernel-images on hand except for my old potato cd's. All I have are locally compiled images. My /lib/modules/2.*/build files are links to /usr/src/kernel-source-xx directories. If this is the case (someone who has prepackaged kernel-source debs might check with "dpkg --contents <image-deb> | grep build" and see what it says. If this is the case with them, then this would presume that the kernel-source for that kernel would have been installed.
