Imagine the reaction if an upgrade removed a package that you actually use and you can't even reinstall it very easily because it's no longer in Debian. The issue you have here is that apt-xapian-index (and its cron.weekly file) remains installed because it was already there, but some of the other python features it depends upon no longer work in the way it expects. So you can run the command but it fails to work; any fix should happen in apt-xapian-index but that is no longer developed.
