I don't understand why you want to start NM when you're only
going to ditch it for ifupdown. Why not try to get ifupdown
working. Having NM still installed shouldn't affect that, because
adding interface entries to /etc/network/interfaces prevents NM
from trying to handle those interfaces.

Why? Your other machine is apparently running bookworm, so you
can download from packages.debian.org/index any packages needed
when trixie's APT says it requires them.
