It sounds like delegation could be helpful. Delegation is a good alternative when the current team is out of capacity. Debian could add some folks to a role that allows patrolling for and the deletion of spam in the bug tracker and on the mailing lists. The folks would not be full admin; they would only be allowed to delete spam. I think there are a lot of folks who would help if there was a process in place. The downside is, some people like to micromanage, and other people with power don't like to share it. So it is hard for some people to give up power and delegate to others.
