I believe the question was "Why did the release notes start recommending the apt command instead of the apt-get command?" I assume part of the reason is that the people writing this documentation, as well as the people writing apt(8), all use terminals with a black background, not a white background. :-/ (Granted, if you're working on the Linux text console, as you would normally be during a release upgrade, you *do* have a black background. Most likely. So apt is a lot less terrible in that specific use case. You can actually read the text that's so important that they display it in yellow.)
