This is a good point but definitely not the case for me and probably not
for the OP as this is bootstrapping, unless, of course, there's
something depending on this change which won't have happened in the
chroot.
I can't immediately imagine what it could be though. And my difference
might be completely unrelated to what the OP was seeing.
