To report the bug, you need to use the reportbug application in a terminal. https://www.debian.org/Bugs/Reporting Do this from the computer with the problem, as it collects various system data. It will ask about the problem, and also whether any of the existing bugs to that package are your bug i.e. whether it has been reported already.
