deb.debian.org isn't a single server. It's the front end for a content delivery network of lots of servers all around the world. Sometimes you connect to a mirror that's struggling a bit. When that happens, usually the best thing to do is press Ctrl-C (or equivalent), wait a few seconds, and try again. You may connect to a different mirror. If you consistently get bad mirrors from deb.debian.org, then you might consider using a country-specific subset of mirrors (ftp.XX.debian.org where XX is a nearby country code). Or even a single mirror chosen from the list on Debian's web site, but I've never needed to do that in modern times.
