Every package has a person, or a group, who maintains that package. It's entirely up to the maintainer(s) to decide when a new package will be uploaded. Some maintainers are highly active, and will jump on each new version and get it into unstable to be part of the next release as quickly as they can. Other maintainers are more conservative, or have time limitations that prevent them from packaging new versions quickly. It's really a herd of cats.
