Does it still happen if booting without the graphical environment?

This is a headless home server. No graphical desktop environment
in sight.

a post on,
https://serverfault.com/questions/835515/systemd-how-to-get-the-running-target
says,
" In systemd, there may be more than one active target at a time.
To inspect the list of all currently active targets:
systemctl list-units --type target --state active
To quickly find out whether a specific target (e.g. user-defined.target) is active or not:
systemctl is-active user-defined.target "

Don't know what this means or if this is relevant.
