I don't think a user will be able to delete content out of the bug tracker. Practically speaking though, I expect the administrator will be able to delete it if necessary, because refusing to is almost certainly illegal. You can contact the administrator by emailing ow...@bugs.debian.org. You will need to explain to them why it is vitally important that the content is deleted.
