I think, installer assumes default use case with loaders for all OSes installed to the same EFI System Partition.
Create another EFI System Partition on your external SSD and explicitly instruct installer to use it (/boot/efi/ mount point). I can not tell you if you need to enable expert mode (I do not run installer frequently enough), but it may be useful to get GRUB config dialog related to removable file layout on the ESP (EFI/Boot in addition to EFI/debian).
