Hm. I once had a Thinkpad X with a hard switch where that one mechanically failed. That ended up with a motherboard change. Have you tried with another OS (e.g. a live distro off a stick), to rule out that? Coming from the other side: what does "sudo rfkill" say? (Compare that other thread in this mailing list).
