Unless you know that pinentry is always invoked and controlled by gpg-agent it's not obvious that you have to look at the manual page of gpg- agent to look for options to configure pinentry. Hmm, the default should be "no-grab" according to the man page. According to the history "no-grab" is default since gnupg 2.1.23 (released almost 8 years ago). Maybe Debian decided that "grab" is better for you.
