The DocumentRoot setting is, "conveniently" not in
/etc/apache2/apache2.conf. Instead, it's "conveniently"
in /etc/apache2/a/etc/apache2/sites-available/000-default.conf —
apparently so that different ports, say 80 and 8080, can look at
different file systems.

Changing DocumentRoot there from /var/www to /opt/www makes my server
work.
