I've taken plone and Drupal for short test-drives. Plone is python, Drupal
is PHP. These are officially called Content Management Systems but they do
what you're looking for. Drupal seems to have the worse security record,
but then it's PHP isn't it? Both are widely used and the consensus seems to
be that plone is better suited to smaller organisations.
