Save output of the following command executed in XFCE and KDE
setxkbmap -print
and compare it to settings from /etc/default/keyboard. What symbols are
reported by "xev" in both DE when you press Fn keys?
Perhaps you can just uncheck "configure layouts" for keyboard in KDE system settings.
