This is normal when someone performs a non-maintainer upload. If they join the maintenance team, then they would be doing work in the same repository; but if a Debian developer who is not one of the package maintainers is helping out by making an upload on their own (which is much appreciated!), then their updates don't show up in the Git repository until the next maintainer update.
