I may be wrong with my guess, but I suspect that right Alt is not Alt,
but ISO_Level3_Shift (AltGr) in Persian layout, see
/usr/share/X11/xkb/symbols/ir
I used this shortcut for switching layout long time ago, so I am unsure
if it matters or layout switch is defined in a way neutral to Alt/AltGr.
You may try "xev" application to see what XKB symbols are generated in
response to key press events.
setxkbmap -print
should describe actual configuration more precisely. It is better to try
it for both active layouts: English and Persian.
