weird tzdata version numbers

Hi folks,

version number for tzdata in bullseye is 2024b-0+deb11u1, but
for bookworm it is still 2024a-0+deb12u1. This seems weird.
Shouldn't the bookworm version number be "newer" than the bullseye
version?
