May be Deep Packet Inspection filters
    evasion.China's network is like a black hole.Every connection to other 
countries will be censored by Great Fire Wall.Chinese government is holly shit.

    Well this doesn't explain botnet-like behavior.

    What is the ultimate goal for doing this?

    Is this to somehow mask the traffic? Deep Packet Inspection filters
    evasion? Something else?

    

    Notice that I also have legitimate torrent clients connecting from
    China IPs who ID themselves properly,

    download torrent chunks, correctly report download progress up to
    100% and disconnect,

    just like normal client would do.
