I configure a file for example /etc/network/interfaces.d

Configure the file, save and exit but the changes are not made. I need to make a second configuration.

Are you running NetworkManager?

try

sudo systemctl status NetworkManager.service

If it gives you a status rather than an error then you need to use the NetworkMangeer configuration tools to give yourself a static IP
