For what it's worth, I'm seeing the same thing on Bookworm under Xorg, Xfce 4.18 (xfce4 package version = 4.18), GTK 3.24.38 after upgrading Firefox from 115.15.0esr-1~deb12u1 to 128.3.0esr-1~deb12u1. Initial testing suggests that other applications are unaffected for me. I have Xfce set to use the "DMZ (White)" mouse cursor theme. The only other simultaneous package upgrades in my case are the libgsf and oath-toolkit security upgrades, which seem unlikely to be relevant to this.
