And that means that the name (space) was reserved at some point. It doesn't
mean it has to be used -- just that whoever reserved (registered) it can
use it at some point in time.

I think that a simpler way of explaining What Tomas has said, is that someone has registered the domain name, but, has not set up web hosting for it, so, the domain name is registered, but, the person who registered it, has not set up a web site for it.
