Debian is Free Software. You are allowed to download it, in both binary and source forms, without requiring a subscription, or a license, other than the Free Software licenses that apply to each part of Debian. There are a few different Free Software licenses, and mostly they just reaffirm your rights to use and to distribute the software. One of them, the GNU General Public License, prevents you from placing any additional restrictions on the software if you distribute it to other people. (If you aren't distributing the software to other people, then none of this matters to you.)
