Note that Debian 12.3 has not been released yet.

Maintainer uploads to (old)stable are staged in proposed-updates, so you
would have to enable bookworm-proposed-updates to install the new
version of firmware-nvidia-gsp.
Or wait until the actual release of Debian 12.3 next weekend.
