Before posting the above I had reported the problem to Debian listmasters, and they asked me to let them know if it kept happening. It wasn't clear to me however if that meant they had taken any action. It doesn't seem to be happening any more to me but if it is for you, you should report this to listmas...@lists.debian.org.
