Folks:

I bought a NVMe drive, which I installed in an external holder with a
USB cable. Plugged it into my computer. In lsblk, it showed up as
/dev/sdc.

$ file /dev/sdc
/dev/sdc: block special (8/32)

$ sudo fdisk /dev/sdc

Welcome to fdisk (util-linux 2.38.1).
Changes will remain in memory only, until you decide to write them.
Be careful before using the write command.

fdisk: cannot open /dev/sdc: No such file or directory

Am I missing something? For what reason would I be unable to access
this drive? And what's the fix?

This is Debian 12, if it matters.
