Why do you need to tab at all? Just press Return when you have typed the password. If you insist on tabbing, the checkbox adds one more tab keystroke to cycle round the fields. If you have an unreliable keyboard, it's much more important to allow checking that both passwords were typed correctly than to satisfy somebody's idea of a "cleaner" screen, whatever that means.
