Did you try to upgrade from Debian 8 to Debian 9 and it failed?
Is the computer still operable?
Do you have a backup of the system configuration files and data?
I find it is faster and easier to remove the system disk, install a
zeroed disk, do a fresh install, configure the system, and restore the
data. And, it produces a known good result.
