As far as I understand the docs, this is telling you about the regulatory database, i.e. how many dB your WiFi is supposed to yell out at which freq depending on where your computer thinks it is. This exists independently of whether your hw is on or off, or on whether you've got any radio hardware at all. Cheers -- t
