I asked on #debian @irc.debian.org, and had one positive report of dhcp
working fine _without_ CONFIG_FILTER being configured.  Note it was a
memory recall, but fairly convincing.  The suggestion was the network
init scripts failed because they were not able to configure the filter.

So as AFAICT, Jan isn't going to file any the bugreport, and would
ask the people encountering the problems mentioned to chase the bug
themselves, for the good of us, the other users.
