I'm generally all in favor of "scrub it and do it again" :)

I'm running sarge and there is no dependency on Chinese fonts.

I've discovered in the past that apt-get can get a bit over-enthusiastic
about package removals when doing upgrades, removes, etc., so I would
try

aptitude purge openoffice.org-l10n-zh-tw

before doing the complete purge and reinstall
